MINUTES OF THE PUBLIC MEETING OF JANUARY 8, 2013
TOWN HALL, 542 LIBERTY STREET, HANSON, MA

Called to Order at 7:00 PM under M.G.L. c 131, §40 and the Hanson By-Law 3-13, §5 and Rules and Regulations by John Kemmett, Chairman, in Meeting Room A at the Town Hall.

Request for Certificate of Compliance for 1158 Main St., Map 43, Lot 50 for Larry Lundin (DEP #SE175-0625)

Motion to take the Request for Certificate of Compliance 1158 Main Street out of order and vote on it now:  Dave Harris

Ms. Muncy reported that she had gone to Mr. Lundin’s site and that it was very clean.  Also, the haybales will remain in place until the tank is painted.  She recommended approval.

Smitty’s Bogs update
Mr. Harris reported that on Monday, December 31, 2012 at 9AM, he and members of the Hanson Trails Committee (Phil Clemons, Wes Blauss and Bob Dillon) met at Camp Kiwanee to walk the Bay Circuit Trail through to the Pembroke town line.  They returned and did some initial trail cutting at the Camp Kiwanee end of the trail.  Mr. Harris said that the next step would be to place signage at the Camp as there is money left over from the Bay Circuit Alliance grant.  
In the bog area, they noticed that there were truck, snowmobile and ATV tracks.  He suggested that as a Commission, they should contact the Police Department and tell them that if they enforce the vehicular traffic, violator’s will be prosecuted.  He was of the opinion that that’s the only way to stop it.  

Factory Pond Dam
        Ms. Muncy notified the Commission of a meeting next Wednesday at Hanover Town Hall at 10 AM regarding the Factory Pond Dam which is owned jointly by the two towns.  The meeting was set up in response to a Certificate of Non-Compliance and a Dam Safety Order that was received from the Department of Conservation and Recreation on 12/11/12.  Representatives from both Hanson and Hanover will attend.   Ms. Nehiley contacted Mr. Pat Brennan of Amory Engineer’s regarding the follow up inspection to the Phase I Report that is due in February.  He will also be at the meeting.  To that end, Mr. Harris mentioned that the Governor of Massachusetts had signed over 17 million for dam removal/reconstruction.

        Mr. Murray asked about the status of the sign for the Mill.  Mr. Kemmett said that it’s been ordered, but hasn’t been paid for yet.  Also, he doesn’t have approval from the Zoning Board of Appeals.
Mr. Harris suggested that the electrical wiring could be looked at and perhaps CPC funds be used to make repairs if necessary.  Mr. Kemmett said he had looked at it, but doesn’t want to assume liability.  Mr. Harris asked if he thought the work would be more than $5,000.00.  Mr. Kemmett replied that he didn’t think so, but suggested getting three prices anyways.  
Mr. Harris mentioned that the keys for the Mill and Smitty’s Bog’s aren’t in the office and should be returned.  Also, Mr. Murray suggested that we order a key box for the office with a sign out sheet for key control.
As a point of interest, Mr. Harris mentioned that Becky had made him a co-administrator of the Town of Hanson Conservation Commission Facebook page.  He had posted 40-50 pictures of the Plymouth County Hospital property designated at open space under the care and custody of the Conservation Commission.  Many people commented that they weren’t even aware of the PCH fields and how to get there.
